UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest poll of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of local authorities are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in southeast England announced its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities this week also found local finances being strained by the growing number of children and adults needing Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 IMD measures,” said the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of England. The data underscores the scale of difficulties facing local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
