Nineteen of Medvedev's twenty-one championships have been achieved on hard surfaces
A comeback Medvedev won his first trophy for over two years with a win over opponent Moutet in the competition final.
The athlete, a ex- top-ranked player, has experienced a difficult year, winning just one win at the Grand Slams and experiencing a meltdown at the New York tournament.
His varied form on the ATP Tour - and issues with his serving in particular - caused him exiting of the top ten and ultimately separating with former trainer Gilles Cervara.
Currently collaborating with his coach and Rohan Goetzke, Medvedev has consistently improved in the last few weeks - peaking in a closely contested three-set triumph over challenger Corentin Moutet.
It is Medvedev's maiden trophy following the Italian tournament and initial on a hard court from spring of that year.
Victory also means Medvedev has secured twenty-one titles at 21 different events.
"For the first time I have attended a competition with my both daughters at once, so to secure a championship is really nice," stated world number 14 Medvedev.
"This title is in honour of my second daughter her name, because the first title I won when my first daughter Alisa was born was for her."
The athlete, the past champion, had lost his previous six title deciders, including in that event in the past months.
His defensive strategy and recurring outbursts on the playing surface had prompted commentators to question if his capacity to compete at the elite level was over.
But the athlete has made changes in the past month, attempting to come to the net and perform assertively, reinforced by an enhanced serve.
He fought back from a break down in the opening set against the difficult opponent, winning four of the last five exchanges to take the lead.
The competitors swapped service breaks in the following set before Moutet, striving for his maiden tour victory, gained dominance to create a decider.
Moutet defended four early chances in a competitive deciding set before the champion secured a break to that score to secure the win.
Appropriately, he clinched the win with a rally at the front of the court, with Moutet incapable to control a shot after over two and a half hours.
