AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the regulator noted in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the stances of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
